In the past I was modding a site where members could submit an application for unique or personal factions. We set it up much like we did the character apps so we were able to control a good bit of the content and it was up to us for a approval. If you organized a list of rules and limitations like you do for the character apps I think you could successfully do the same for factions.

Reminds me of what we did for world without hope in the zsg....Hey Karc, Joe remember Guardian that was so bad. Anyway here is the the app I made for that.
Name: what are they called
Location: most locations are fine but keep in mind of the placement of the cannon factions and other factions if you are not sure please PM a admin.
Relations: How they get along with other groups.
Cause: What is their propose, what is their reason for being. Go into detail, they need to have a reason for becoming an organization, and why people should join them. And no join us because we have cookies or super advance technology.
Founder: Who made them?
Current leader: Who is the head/leader/boss of the faction
Brief History: How did they start, and what have they achieved
This might be a good start maybe with some admin's ok I'll fix it up to add stuff like controlled resources, and % relations with other groupings with math ruling on how they will grow with dice.

Setting restrictions like they can only reach a certain percentage of influence with cannon factions % gain or loss would be decided by dice rolls and maybe set restrictions like type of I'd guess you'd call it culture. Like order based might be like the Reds and since they have a similar focus/ideals they might get along better then say with Hansa or the Reich. Commerce might be more capitalistic, Purity keeping mutants out of the gene pool ect. Duty/Research might be something like Polis...this is starting to sound like Civ 5 Do you even know how long I've been trying to make a Metro 2033 Civ V Mod? ANYWAYS, I think your idea is alittle more tighter and streamlined... But still, I also think the influence with other factions should coem from characters that sign up under your faction over time... And what their main faction is. If 20 People form Belourskaya Decide to switch to your faction throughout the story, Then wouldn't your influence be larger and more accurate then any dice roll? As Joe said, it could be overpowering and sway in any direction.. which makes a character development system and Cultural system pretty important. Question is... does it break the canon? Ho-hum.

Well, it depends on the factions people decide to create. If it breaks the canon too much than it's the admins/moderators decision whether or not to accept the application.

The app will help as mind with that, also dice rolls will be give modifiers based on how many player charters are in the factions.The dice are for blance, other wise we will make stuff op. Like my freedomer from the Zsg or Victor 2.0
