I've seen the term a few times, but can someone elaborate and what it means? Thanks in advance.

It's to prevent people in a group from posting too many posts before other members of the group. It gives a certain continuity. To exaggerate, imagine a group of four characters, without a posting order 1 dude might write like crazy not letting others act, 1 might not even have a voice in the story because his posts will get outdated before he could even send his text because of the guy that posts like crazy. I hope you undeerstood me it's getting late and in those times I am as good as a writer as a goat's ass is a trumpet.

Exactly, it's to allow all members of the story to have an equal voice/opinion on a situation, you can specify if you'd like someone to skip you. But that's mainly for when you feel you can't contribute.
